The House committee on Justice on Monday declared the three complaints as sufficient in form, but whether it will get the required votes to impeach Aquino is a big question, Archbishop Oscar Cruz said.
The church official said determining the sufficiency of each complaint is not a problem because they were all made by experts and judicial figures.
“It will pass the test of form and substance, but it’s so hard to assume that it will pass the test of numbers,” said Cruz, who is one of the signatories of the first impeachment rap against Aquino.
“That is the question which the answer can already be foreseen. It will not pass the test of numbers,” he said.
According to him, his involvement in the first complaint is just to signify his dissatisfaction with the present administration.
Cruz, however, admitted that never did he think that it would triumph.
